The guy sounds like a freak, and he may well have directed his aggression at you if you had tried to do something. I am not sure how quickly the Humane Society would take to respond. You can always report the incident to them even now and tell them where you saw it happen. Perhaps the guy is there often with his dog and the Humane Society can check it out. In Canada, where I live, there are distinct provisions (relatively new) in the Criminal Code dealing with cruelty to animals, and sanctions can include fines and even jail time.
Sorry you had to see that. It is awful to witness such unwarranted abuse.
