I have no idea, but generally insurers fall under the jurisdiction of your state's Insurance Dept (in my state it's Banking and Insurance). I'm sure they have a consumer line of some sort and should be able to answer your question. I know there was some federal legislation lately that addressed the confidentiality of medical information, but I don't know the current status. If it's not specifically regulated by the federal government, your state may have some laws or regulations that apply.
