get a PBC...you have to apologize immediately?

If you get a PBC, do you have to apologize immediately?
I am so bad at knowing the rules.
Is this what is expected?
Is this written down somewhere?
What if someone didn't mean to swear....
used the word for another meaning then was gone for a while and didn't see the PBC and got blocked because they were not quick enough to respond?

At least on babble you can apologize.
Whereas with a speeding ticket, well good luck.
