There is no direct interaction between Effexor and atomoxetine. Effexor has a much weaker effect on norepinephrine than it does serotonin. Adding atomoxetine would produce a greater inhibition of the norepinephrine transporter.

That being said, you're likely to get additional norepinephrine related side effects (i.e. possibly higher blood pressure and/or pulse).
