so i guess that would be a 'no' to your first question.

i don't know the answer to your second.

i would suppose the study is talking about average levels across a population. like how men are taller than women. it doesn't follow from this that every individual with IED has elevated levels, or that every man is taller than every woman. you can't read gender back from knowledge of height... similarly you can't read IED back from knowledge of blood levels...
