i think there was some study that found that people who heard voices had patterns of neural activation which were similar to patterns of neural activation they had when they were speaking. or when they were thinking. so one thought on what it is to hear voices is that one mistakes ones thoughts for external voices.

so if something like that is going on... then... well, maybe this sounds odd but usually when people think they make little movements with their mouths like they are speaking muffled quietly to themselves. subvocalisations. interrupting those e.g., by chewing gum might help. also... getting your ears checked. can't remember the study (i'm bad like that) but a whole bunch of people who thought they were hearing voices got their ears cleaned out and then they didn't think they were hearing voices anymore. maybe because they could actually hear properly so they didn't have as much scope to 'fill in the blanks' on what they had missed.

might be worth a try, anyways.
