welcome to the board, even if (like most members) you'd rather not have to be here.
I know relatively little about adolescent psychiatry, so I can't really give any concrete suggestions. But a few things are in my eyes important to point out:
1.) Mirtazapine (Remeron) and quetiapine (Seroquel) are two very different drugs. Mirtazapine is an antidepressant, while quetiapine is an atypical antipsychotic. It can be used to treat depression, but only in combination with a "true" antidepressant, such as the sertraline (Zoloft) that your daughter has been taking.
2.) What do you mean exactly by mood swings? Does your daughter's mood vary from depressed to "normal", or to the opposite of depressed: being happy, talkative, outgoing, impulsive, possibly even reckless and "over the top"? If the latter is the case, this would suggest that she may actually not be suffering from "pure" depression (MDD), but from some type of bipolar disorder. This would require a different treatment strategy.
I'm not sure where you're from - and, if you're from the US, what your financial means are - but it may be good to see a specialist for adolescent psychiatry (for example at a university hospital) to make sure your daughter gets a correct diagnosis and appropriate treatment.
