Yes, its allowed. However, your GP may prefer to have your pdoc prescribe psych drugs, or may prefer not to prescribe them. When i first saw my GP and asked about something for ADD, she said i would need to get a neuropsychiatric testing done before she would prescribe a stimulant. In general i don't think suggesting a 'low dose' will make a doctor more likely to prescribe - they will want to make the dosing decision, and will want to make it an adequate amount if they give you the drug at all.

What do you and your pdoc disagree about (i mean in terms of diagnosis etc.) maybe you need a new pdoc instead.
