bipolar or mood swings?

How does one distinguish between the symtoms of bipolar diease and major mood swings?
I know of a person that just has a type of personality-such as, lets just GO-leave everything, sell everything-and GO! no planning-
last minute type of thinking for major decisions etc.
I am concerned and would like to see this person get the correct 'help' and be on the correct RX
