I've taken several brands of sublingual B-12 and I've never experienced what you report. IMHO, it seems that if the tablet dissolves very quickly, a higher percentage of the tablet will be swallowed with the saliva and, therefore, the purpose of holding it under the tongue would be compromised to some extent. (As you know, the purpose of sublingual administration is to transfer the B-12 directly to the blood stream via the thin membrane beneath the tongue and, thereby, circumvent the low rate of B-12 absorption via the digestive system).
But that's just my opinion which may or may not have any true validity.
