...No. Not in my experience. As with everything else, responses will vary dramatically from one person to the next. I think it's inaccurate for a piece of literature to make such a sweeping blanket statement.

Remeron sometimes is more activating at higher doses, while being very sedating at lower doses. But with some people, like me, it just got more and more sedating at higher doses.

Desyrel is supposed to be good for sleep. Not with me. It caused me very restless nightmarish headachy sleep.

I learned to take what I read with a grain of salt. All that really matters is how a particular med behaves in your body, not how it behaved in someone else's. They aren't the same.
